Canadian Communications Policy and Legislation: Time for a Review

IIC Canadian chapter - 16th Annual Conference

The Canadian Chapter of the International Institute of Communications (IIC Canada) held its annual conference on October 31 and November 1, 2018. The conference, held at the Shaw Centre, in Ottawa, was by all measures a great success.

The conference attracted 261 delegates, including a wide range of senior representatives of the Canadian communications industries, lawyers and government relations personnel, about 60 officials from the major federal agencies that regulate and develop policy in the communications sector, and 10 accredited media reporters. The conference presentations were widely covered in the Canadian communications trade press.

As previously reported, this year’s conference theme was Canadian Communications Policy and Legislation: Time for a Review. The theme is linked to the Government of Canada’s establishment of a panel of experts, the Broadcasting and Telecommunications Legislative Review Panel, to make recommendations on changes to Canada’s broadcasting and telecommunications legislation. Most of the conference was devoted to issues set out in the terms of reference for the Panel’s work. All seven members of the Panel attended the conference and participated in a Town Hall session with delegates in attendance.

Post conference survey responses were very positive, both for the program and high quality venue and production, which included a full wall of three video screens, a three-tiered stage and a combination of round tables and high-top seating in a blue-lit room. The conference was televised for later broadcast and streamed live in English and French on CPAC (Cable Public Affairs Channel). The success of the conference was largely due to IIC Canada Vice-President Grant Buchanan, who chaired the program committee, Treasurer Jim Patrick, who oversaw production of the conference, and IIC Canada administrator, Donna Lachance, who directed operations before and during the conference.
