A desire for more investment in advanced networks – fibre and 5G – was at the heart of the recent review of the European Communications Code. In the UK, this investment theme drove Ofcom’s Digital Communications Review and the Government's Future Telecoms Infrastructure Review. Now seems a good time to assess progress as we see operators digging the streets to lay fibre.

The aim of this discussion was to assess what’s actually happening on the ground, both in the UK and elsewhere in the world. We asked what policy makers and regulators can do to help: are further interventions required, or is it more important to provide infrastructure investors with a period of stability?
