Cletus Bertin (Dr)
Alternate Director, ECTE; Director, Eastern Caribbean Telecommunications Authority (ECTEL); Director, Public Sector Modernisation, Ministry of the Public Service, Information and Broadcasting, Saint Lucia
Dr Cleutus Bertin presently serves as Director, Public Sector Modernisation in Saint Lucia, with responsibility for information and communications technology (ICT), telecommunications policy, information and knowledge management, process analysis and reengineering. He is also Saint Lucia’s Alternate Director on the ECTEL Board of Directors and Chairman of the Board of Directors of Government Information Technology Services Ltd.
Dr Bertin has worked in various Caribbean countries and with several regional and international organisations, including: Eastern Caribbean Telecommunications Authority (ECTEL); OECS Secretariat; Commonwealth Secretariat; The World Bank, Global Information & Communication Technologies Department; Canadian International Development Agency (CIDA), United Nations Department for Economic and Social Affairs (UNDESA) and the European Union (EU), as a full-time employee and as a consultant, primarily in the fields of change management, capacity building and information technology implementation for over two decades.
He earned a BSc Management (1991) and a M.Sc. Management, specialising in Information Systems (1997) from the University of the West Indies and a PhD in Information Systems & Change Management (1999-2002) from City University in London, England.
