Past, Present and Future of Convergence in Communications
Celebrating 20 Years of the IIC Italian Chapter
On 10 November 2017, the IIC Italy Chapter was hosted by RAI (the Italian public service broadcaster) to a meeting which brought together over 70 senior representatives from the regulator and from the major companies in the TMT sector in Italy.
The meeting began with a video which charted the IIC’s progress from its early days almost 50 years ago, to the formation of the Chapter as the internet came into being. A presentation by Dr Pepper (Facebook), available here, also charted progress over the last twenty years, drawing on a presentation he had made to an IIC event when he was still at the FCC. This too, looked at the exponential growth of user control, of change in technology and looked forward to the changes yet to come. Leaders from the telcos, TIM, Wind Tre and Vodafone, joined their peers from Discovery Networks, Viacom, RAI and Mediaset as well as Google and Open Fibre echoing his words, reflecting the need to be nimble and flexible. The call was made to regulators to be flexible and ready for change. This was a call answered by Professor Cardani, President, Autorità per le Garanzie nelle Comunicazioni (AGCOM) and to Sébastien Soriano, Chairman, ARCEP, France who is also Chair of the European group, BEREC.
Other speakers also looked for change and called to Italy to be forward looking. Dr Roberto Viola, Director-General at DG CONNECT in the European Commission, laid out the plans for Europe as a whole and invited the country to play a full part in preparing for the Digital Single Market. Antonello Giacomelli, Undersecretary, MISE closed the meeting by reporting on the progress made in ultra broadband deployment in Italy, including the lsow pace of change in rural areas - possibly an area of market failure that needs addressing.
A rather moving tribute and award was made in memory of Commissioner Preto of AGCOM who passed away earlier this year. The former IIC President, Fabio Colasanti, was the first recipient of this award to honour advances made in international communications regulation.
It was a lively and thought-provoking event, held in the lovely city of Rome.
