Iván Antonio Mantilla Gaviria

Iván Antonio Mantilla Gaviria, Vice minister of Connectivity and Digitalization at Colombia’s ICT Ministry, is a telecommunication engineer from Universidad Santo Tomás (Colombia), with a Master’s degree in technologies, systems and communication networks and PhD in telecommunications from Polytechnic University of Valencia (Spain), and with a Master’s degree in strategic thinking and prospective from Universidad Externado de Colombia.
Previously, he served as Director of Digital Development at Colombia’s National Planning Department (DNP), as Deputy Director of Digital Prospective and Deputy Director of ICT at DNP, senior advisor at National Spectrum Agency, and development engineer at the Institute for Advanced ICT Applications in Spain. He has also worked as a professor on radiocommunications at Polytechnic University of Valencia, and on digital economy and ICT policies at Universidad Externado de Colombia.
Mr Mantilla has also published more than thirty scientific papers, most of them for international journals. Among other distinctions, Mr Mantilla received the Cum Laude for engineer’s degree, the international certified Cum Laude for PhD’s degree, and was recognized as illustrious graduate by the Universidad Santo Tomás.
