Setting the scene for Singapore
Andrea Millwood Hargrave (IIC Director-General) and Carol Geldart (Director of Programmes) have recently concluded a briefing mission to Singapore, Malaysia, Indonesia, Thailand and India, designed to lay the foundations for a successful 2012 International Regulators Forum and Annual Conference, which, this year, have been scheduled for Singapore, recognised as one of the leading adopters of ICT.
To ensure that the 2012 Forum and Conference programmes reflect the particular issues, requirements and objectives of the markets in the region, meetings and discussion sessions have been held with a wide range of organisations and industry and regulatory representatives. Andrea and Carol found a very real desire to learn from the experiences of other countries and ascertain how and why their policies have succeeded, so that the national strategies adopted by countries in various stages of development are both relevant and efficient.
In addition to a fact finding mission that resulted in an outline programme and structure for the meetings, Andrea and Carol also acted as ambassadors for the IIC, introducing the benefits of membership to a large number of organisations and individuals.
More information on the 2012 International Regulators Forum and Annual Conference will be published shortly on the website.

Anti-Competitive Behaviours in Managed Competition: China's Telecommunications Industry
The Chinese antitrust authority has corroborated the findings of anti-competitive strategic behaviour outlined by IIC Trustee Zhong Liu, Associate Professor at The School of Business Administration, South-western University of Finance & Economics, Chengdu, China.
In a paper published in the Communications of the AIS last June, Zhong Liu and Jason Whalley, (University of Strathclyde, Glasgow, UK) noted that the Chinese telecommunications industry has attracted considerable interest in recent years, with a focus on issues such as the growth of the industry, its structure and how it is regulated. The article addressed the (largely overlooked) anti-competitive behaviour of incumbents by focusing on suspected anti-competitive behaviours within the Chinese broadband telecommunications market.
