The Copyright Digital Exchange: a conversation with Richard Hooper

The past five years have seen much high-level talk about collective rights management, cross border licensing and ideas such as a global repertoire database, or Brazils’ novel model of collective rights management. Private initiatives are also starting to appear, with for example an online music service launched earlier in 2012 which will let its customers license a range of songs for online websites, advertising and other professional uses: users bid on the tracks, with the labels negotiating the final price.

In the UK, the Hargreaves Review recommended that a feasibility study be conducted around the creation of a ‘digital copyright exchange’, which would dramatically ease copyright licensing processes. Richard Hooper, our keynote speaker, was appointed by Business Secretary Vince Cable to lead the study. Richard issued a call for evidence around two key questions:

  1. i.Do stakeholders agree with the ‘Hargreaves Hypothesis’ that the current copyright licensing system is not fit for purpose for the digital age; and
  2. ii.Do stakeholders agree with his proposed definitions, including the market definition and the roles played by creators, businesses, rights management organisations and consumers?

To coincide with the release of Richard’s initial findings, an IIC event will take place from 6-8pm on April 17th,hosted by Microsoft. Following his keynote intervention where he will present the key points of his findings so far, Richard will join on a panel Jeff Lynn - who leads the Coalition for a Digital Economy (COADEC) - and Will Page, Chief Economist at PRS For Music, to discuss the options ahead with the stakeholders in the audience. The event will be moderated by Jim Killock, Executive Director of the Open Rights Group.
