After a first day devoted to an IIC Regional Regulators Forum (IRF – see page 6), the Telecommunications and Media Forum (TMF) began with a session on closing the digital divide. Juan Antonio Ketterer (Inter-American Development Bank, IADB) set the scene by explaining that gaps in digital infrastructure appear to lead to exponential, rather than linear, increases in general development gaps. Digital technology can make a difference to the low productivity of Latin American firms (40% of the level of companies in the EU), added Sebastián Nieto-Parra (OECD Development Centre). Digital technologies can also address government transparency, access to information and participation, which are key elements in building and restoring trust in institutions.
