James Cemmell is Head of Government Affairs at Inmarsat, the global leader in mobile satellite services.  He also leads an emerging markets programme called 'Pushing Digital Frontiers', which leverages satellite communications to enable healthcare and inclusive financial services in Africa.  The programme also looks at opportunities to leverage satellites as a tool of development in South America and South East Asia.
