Communications convergence and the rise of content and media intermediaries as digital gate-keepers raise opportunities and also policy and regulation concerns. IIC members agree that consumer choice offers benefits as new services and new participants emerge, but that new approaches to regulation may also be needed. The IIC is currently exploring the shift from vertical to horizontal regulatory interventions for non-linear services; evolving approaches to determining liability of internet intermediaries; the relationship between digital platforms and news producers; the relationship between OTTs and Telcos; mechanisms for supporting national content in smaller markets and local reporting in larger markets.
