Charley Lewis

Charley Lewis is a senior lecturer and researcher at the LINK Centre, University of the Witwatersrand, Johannesburg.  His areas of research and teaching focus include:  ICT policy, ICT sector regulation, universal access and service, statistics and indicators, and consumer protection. He co-ordinates and lectures on both master’s degree and certificate programmes in ICT policy and regulation at LINK.  

A former high school teacher and computer programmer, he was Head of IT at the Congress of South African Trade Unions (COSATU), where he was responsible for ICT policy interaction, was webmaster of its highly acclaimed web site, managed COSATU’s IT support function, and represented organised labour in a range of ICT forums, processes and activities.

Mr Lewis is a member of the SOS Support Public Broadcasting Coalition, and served on South Africa’s national ICT Policy Review Panel

Mr Lewis holds a Master of Commerce degree in the Management of Information Systems from the University of the Witwatersrand and is currently a PhD Candidate, researching universal access and service in South Africa.  He has lectured and presented widely, on a number of ICT policy, regulation and development issues.  In addition to his wide research interests, Mr Lewis has published articles in refereed journals, as well as several book chapters.
