Transferring government services to 4G

Elisa and Nokia are the first in the Nordics to test the prioritisation of government services in a commercial 4G network. The test simulated the functionality of critical communication services of public authorities during mobile network congestion. The functionality of public authorities’ communication services classified as critical (prioritisation of authority connection, privileged access to service, and group video call connection) during mobile network congestion is a prerequisite for the large-scale transfer of government services to a commercial 4G network. “Ensuring the functioning of public authorities' communication in exceptional circumstances, for example in case of a major accident or disaster, is in the interest of all citizens. We want to ensure that authorities have access to the latest data services and all existing frequencies of the 4G network. This allows for capacity optimisation to operate in the most efficient way possible during network congestions. The tests demonstrated flawless functionality of government services in Elisa's network,” says Sami Komulainen, Elisa's vice president with responsibility for mobile networks. The transfer of government services to commercial 4G networks is being explored in several countries. Most progress has been made in England, where the transfer has already been agreed.
