Executive Director, IP Program of the US-China Clean Energy Forum
Stacy Baird is an attorney and advisor to businesses and governments on information technology (IT) and intellectual property (IP) public policy issues. Mr Baird serves as Executive Director of the US-China Clean Energy Forum Intellectual Property Program where he works with leading US and Chinese public and private sector institutions in bilateral relations addressing technology transfer, licensing and other IP issues in the context of clean energy research and commercialization. He is also Consulting Director to the Singapore-based consulting firm, TRPC.
Mr Baird served as Senior Policy Advisor to US Senator Maria Cantwell, and previously, as Brookings Legislative Fellow, advising US Congressman Howard Berman, ranking member on the Judiciary Committee’s IP Subcommittee, on issues related to IP and the then-nascent Internet, addressing many policy matters of first-impression. Prior to entering the field of law, Mr Baird worked as a music recording engineer with clients including Madonna, Stevie Nicks, Elvis Costello and Brian Eno and on noteworthy projects including Francis Ford Coppola's "Apocalypse Now."
Mr Baird has held appointments as Visiting Scholar at the University of Southern California College of Letters, Arts and Sciences and Visiting Fellow at the University of Hong Kong Faculty of Law.
