Iwould like to talk briefly about communications regulation and competition law as it applies to media. I will try to go back to the root of competition law and regulation. Economists like me tend believe that regulation and competition law, ex ante and ex post regulation, are just part of the same set of tools which is available to regulators in general, in order to enable them to pursue economic policies which are sensible. Therefore I do not make a clear distinction between one and the other.
