Policymakers everywhere are enthusiastically looking for stimulus packages to re-energize the global economy. Many of those packages will have a well-publicized and intimate association with high technology. But packages are one thing, approaches are another.

The problem lies in not really understanding how to make technology policy. More basically, we remain generally under-informed about how successful innovation and its business models emerge.
