Jack Hamande (the recently appointed chairman of the Belgian Institute of Postal Services and Telecommunications) opened the forum, remarking on the challenges faced by both national regulators and BEREC, the European telecom regulators body, in providing clarity for all stakeholders in the regulatory environment of the future, in the face of major changes. “It’s a perfect storm because we have so many things to watch,” he said.
