Most regulators of small nations – countries with a population of less than 500,000 – have had the unenviable task of paving the way towards fully liberalising their electronic communications markets. The adjustment period was going to be tough, but the transition  brought with it the principles of a developing communications industry, the promotion of competition and the right for consumers to  choose between different services provided by telecoms operators.
