Draft bill will target ‘very large platforms’ because of their ‘disproportionate influence’
The Financial Times reports on the detailed rules expected in the new EU Digital Services Act , due to be published before Christmas. For the first time there will be a definition of ‘very large platforms’, described as those with more than 45 million users, who will have to comply with a series of obligations including greater advertising transparency, vetting of third-party suppliers and the sharing of data on how they moderate illegal content. The draft requires the platforms to appoint compliance officers to ensure that the rules are followed, backed up by proposed fines of up tp 6 per cent of the platforms turnover. Large platforms are ‘where the biggest audiences are reached and, potentially, the greatest harms caused’, says the document.
