H.E. Mohammed Al Ramsi

Deputy Director General, Telecommunications and Digital Government Regulatory Authority (TDRA), UAE

H.E. Al Ramsi is the Deputy Director General (DDG) for the Telecommunications Sector at the Telecommunications and Digital Government Regulatory Authority (TDRA) since March 2022. He received an Executive MBA from the University of Sharjah in 2016, and a Bachelor of Science in Communication Engineering with distinction from Etisalat College of Engineering (Khalifa University) in 1998.

Before becoming DDG, H.E. Al Ramsi served as the Director of the Regulatory Affairs Department at TDRA from 2016 to 2022. The department was responsible for three sections: Economic and Competition Section, Licensing Section, and Consumer Affairs Section.

H.E. Al Ramsi also held the position of Manager of the Telecom and Infrastructure Standards Section at TDRA from 2007 to 2015. Prior to joining TDRA, H.E. Al Ramsi worked at Emirates Telecommunication Group Company PJSC (Etisalat) as Senior Manager of Central Network Planning between 2006 – 2007. During the same period, he was also the chief engineer of fixed network planning in the company.

Between 2002 and 2005, he held the position of Senior Engineer for Next Generation Networks at Etisalat, and before that, he worked as a project engineer in Etisalat between 1998 and 2002.

  • Vice-Chairman of ITU-T Study Group 13 – Future networks from 2008 to 2016
  • Founder and President of the Next Generation Networks Forum in the UAE
  • Founder of the emergency and telecom continuity team in TDRA, where he led TDRA’s team of the national emergency development plan, making it the first federal entity to develop a similar plan
    Team leader of TDRA’s FedNet research and development of technical design and operations.
  • FedNet aims to provide ICT services to all federal entities
  • Active contributor to the development of skills and knowledge in the legal and legislative fields and the issuance of many telecom regulatory tools
  • Head of the ‘subscriber complaints processing accelerators’ team, which led to improving the target from 5 days to 1 day for 60% of the complaints.
  • Active contributor to the improvement efforts of the UAE’s ranking in many global indicators related to the telecom sector, including getting the first rank in the mobile phone network coverage index and the fiber optic coverage index globally
  • Head of the future foresight team and the team responsible for issuing the TDRA future foresight strategy 2030
  • Contributor to the development of the business continuity plan and holding the Business Continuity Forum, which is the first of its kind at the national level
  • Member of the mobile application competition jury for four consecutive years
  • Chairman of the jury for the Best Governmental Application Award – Student Category for 2014, 2015 and 2016
  • Founder and Chairman of the ICT Development Forum, the platform dedicated to exchanging opinions and experiences among all partners in the telecom sector such as telecom companies, device manufacturers and content providers
  • Graduate of the first batch of the UAE Government Leaders Program – Future Leaders
  • Participant in the Big Data management project in partnership with the Federal Competitiveness Authority, Etisalat, du, and the ITU. The project was classified by the ITU as an innovative initiative to collect the sector’s indicators
  • Participant in developing the Universal Service Policy for the first time at the state level, a policy that achieves the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum to spread the culture of happiness and positivity, which aims to provide all UAE citizens and residents with equal service and benefits
  • Member of the Advisory Committee for Curriculum Development at Khalifa University
  • President of the International Conference on ICT Indicators at the ITU in Geneva, WTIS 2018
  • Representative of the UAE in global trade negotiations, and representative of TDRA in the National Council meetings
