Using auctions to award spectrum licences is mainstream practice worldwide. Not all spectrum licences are suitable to be auctioned; as well as licence exemptions in cases like Wi-Fi, arrangements for spectrum sharing are growing in importance. However, the mainstream frequency bands for cellular mobile services are allocated in auctions in a large number of developing and developed countries.
