During his twenty-year Civil Service career, Malcolm has held a variety of leadership roles as a policy maker, focusing on security and resilience. Prior to taking up his current post in March 2020, he worked in the Cabinet Office, Home Office, Department for Energy and Climate Change (DECC) and Department for Digital, Culture, Media and Sport (DCMS).
In his current role, he is responsible for developing government policy to help protect the UK’s telecoms networks and services against security threats. His policy team developed the Telecommunications (Security) Act 2021, Electronic Communications (Security Measures) Regulations 2022 and the associated Telecommunications Security Code of Practice.
