Armando Fuentes Rodríguez

Administrator General, Autoridad Nacional de los Servicios Públicos, (ASEP) Panama

Appointed as General Administrator of the National Public Services Authority (ASEP) for the period 2019-2024.

He has completed doctoral studies at the National University of Rosario (Argentina), and the Universidad Santa María La Antigua (Panama).
He is Professor of Constitutional Procedural Law and Criminal Procedural Law, with more than 30 years of experience. He has published several works on Panamanian Procedural Law.

Currently, he is an active member of the National Bar Association; the Panamanian Academy of Procedural Law; the Pan American Institute of Procedural Law; and the Ibero-American Institute of Procedural Law. He is also a member of the Panamanian Association of Business Executives (APEDE).

In the GSMA Ministerial Programs – MWC Barcelona, he participated as a high-level guest speaker in the Round Tables with the themes: “The opportunity for a Digital and connected Latin America”; “Affordable Spectrum for a Thriving 5G Era”; “The Need for a Digital and Connected Latin America: Triggers and Questions to Enable Connectivity Everywhere”; “Affordability Starts with Spectrum.How Do Effective Pricing and Allocations Impact Connectivity?” and “”Decisions to connect more Latin Americans to mobile broadband.”

Special guest as a keynote speaker on the topic “Advances and Perspectives: Panama’s Journey to the Technological Future” at MOVE ON 2024, a commercial technology event that brought together international speakers, Panamanian businessmen and businessmen in a day of high technology and innovation.
