Head of Strategy and Operations (Principal), Online Safety Supervision, Ofcom

Shona Barton is Head of Strategy and Operations in Ofcom’s Online Safety Supervision Team. She has been pivotal in establishing and managing Ofcom’s first regulatory supervision function, focused on services now regulated under the Online Safety Act. The Supervision Team leads Ofcom’s engagement with online services, looking to drive improvements in how the most impactful services protect their users, and ensuring smaller services understand and can comply with the new regulations.

Before her current role, Shona spent over six years at the Financial Conduct Authority (one of the UK’s financial regulators), where she held various positions, including Manager in its Insurance Supervision Division. Her responsibilities included overseeing large insurance groups operating across multiple sectors, including life and general insurance, pensions, wealth management, and investment advisory services.

Shona’s other roles have included positions in dispute resolution at the Financial Ombudsman Service and roles in quality, compliance and complaints handling in financial services companies.
