Rowena works for the UK Office of Communications (Ofcom) as the Head of International Content Policy, covering media, content and broadcasting issues. She leads on Ofcom’s engagement with other international media regulators and other global bodies and represents Ofcom on the full range of media and content policy questions.
Before moving to Ofcom’s International team, Rowena spent six years in Ofcom’s Broadcasting and Media Group where she had a particular focus on the audiovisual sector, media ownership and European regulatory frameworks. She directed programmes of work that set the foundation for much of the UK’s broadcasting regulation, alongside leading on forward-looking policy work. Prior to that, Rowena worked at the Financial Ombudsman Service for eight years, rising to the role of Ombudsman.
