Javier Arregui is First Counsellor at the European Union Delegation to Panama and coordinates cooperation between the EU and the Latin America and Caribbean in the areas of digital and space.
He is a Telecommunications Engineer from the Polytechnic University of Madrid, Master in Network Architecture from the National School of Telecommunications in Paris and graduated in Advanced Studies in Political Science from the Pompeu Fabra University (UPF) in Barcelona.
He worked for ten years in the telecommunications sector in France and Spain in the areas of research in teletraffic, standardisation and business development. He was an associate professor at Pompeu Fabra University in Public Telecommunications Policy. He then joined the European Commission in Brussels, Belgium, where he has 20 years of experience in the internal market for radio equipment and spectrum management as well as in external trade – dealing with technical barriers to trade, trade agreements, trade relations with Russia, and critical raw materials for the green and digital transition.
