IIC Forum – Direct-to-Device (D2D)

Direct-to-Device (D2D) has emerged as one of the most talked about services of the past 24 months. This forum will consider the emerging regulatory environment and the development of the global ecosystem for D2D. Consideration will be given to the different models of D2D that are being proposed and to the different regulatory solutions that are being implemented or considered, both nationally and internationally. Particular areas of focus for discussion will include:

  • Establishing appropriate regulatory frameworks for D2D services: can national approaches provide a basis for the development of regional and global frameworks? Is there a risk of fragmentation? Is spectrum management to enable D2D keeping pace with market developments? What are the expectations for the 2027 World Radiocommunication Conference Agenda Item on Direct to Device?
  • What are the different business models that are under consideration for the provision of D2D services? What types of service may be offered and what use cases addressed? What are the pros and cons of different models and approaches and how do operators intend to monetise the services they offer? Are regulatory frameworks evolving fast enough and with sufficient scope and clarity to support the various models of D2D services?
  • What are future expectations for D2D services? Is it a low bandwidth and niche application or are more ambitious expectations realistic? What might we expect to see from D2D in the coming years and what do we need to do to ensure such expectations have the potential to deliver? What needs to be done to continue to support innovation and competition across the sector? What future collaboration may be expected between the mobile and satellite industries?

Anthony Rosen Legal Director, Bird & Bird LLP

Mr Rosen has expertise across the full spectrum of regulatory, competition, telecommunications and compliance matters encountered by businesses operating in and around the digital, tech and media space. He has spent time in-house at one of the world’s most prominent tech companies and bring expertise, insight and a highly commercial understanding of client requirements and deliver business focused advice.

Earlier in Anthony’s career, he worked at a leading communications regulator which afforded him a valuable insight into the regulatory process as well as a solid foundation in UK and EU telco regulation. Anthony is well placed to advise on compliance, market studies, mergers, sector inquiries as well as the fast-changing regulatory landscape. Anthony also has extensive regulatory litigation experience having worked on appeals before the Competition Appeal Tribunal as well as disputes.

Mr Rosen has a keen interest in evolving international OTT and Platform regulation as regulators seek to keep pace with the constant innovation in the dynamic tech sector and the challenges of the Data economy.  Anthony enjoys the constant intellectual challenge this provides, advising clients on the application of current and future laws to emerging technologies and helping them to deliver their strategic priorities.

Ben Wreschner Group Regulatory Policy Director, Vodafone Group

Ben Wreschner joined Vodafone in February 2011 and is the Group Regulatory Policy Director for the Vodafone Group. Prior to joining Vodafone Mr Wreschner qualified as a Chartered Accountant with PricewaterhouseCoopers in 1999 and then joined the PwC telecoms consulting practice. In 2009 Ben joined Ovum’s regulatory consulting practice. Mr Wreschner is an expert in regulatory strategy, market analysis, regulated pricing, cost modelling and regulatory accounting overseeing Vodafone’s work in this field across all its territories and having previously advised operators and regulators on such matters in over 25 different countries. He has worked extensively in the Brussels policy environment representing Vodafone at key meetings with policy makers (European Commission, European Parliament, European Council, BEREC) and industry bodies (GSMA, ECTA).

Mr Wreschner passed the Certified Financial Analyst exams (CFA) in 2003. He holds a BSc (Econ) from the London School of Economics.

Chris Woolford Director of International Spectrum Policy, Ofcom, UK; Treasurer, International Institute of Communications

Chris Woolford is Ofcom’s Director of International Spectrum Policy where his responsibilities cover the UK’s international spectrum interests, especially in relation to the ITU, CEPT and EU. He has closely engaged for the UK on a number of key European regulatory initiatives in the field of electronic communications and participates in many European spectrum groups. He leads UK engagement with the ITU and led the UK delegations to WRCs in 2019, 2015 and 2012. He is currently preparing to lead the UK delegation to WRC-23.

In 2019 Mr Woolford took on the role of Chairman of the Electronic Communications Committee (ECC) of CEPT and was re-elected for a second term in 2022. He has also been a Director of the International Institute of Communications since 2018.

Mr Woolford has 25 years’ experience of working on spectrum and communications regulation, both at Ofcom and its predecessor (Oftel). He has a degree in mathematics and statistics from Manchester University.

Hayley Blyth Associate, Bird & Bird

Hayley is an associate in Bird & Bird’s Commercial Group in London, specialising in advising technology and communications clients with particular expertise in the space and satellite sector. She provides guidance on a wide range of regulatory and commercial matters, often involving cutting-edge technologies. Her practice encompasses space and satellite, technology, and communications industries.

Before joining Bird & Bird, Hayley gained valuable experience at a specialist London consultancy where she worked on regulatory, policy and strategy aspects of space projects. She also served as in-house legal counsel for a national space regulator, developing comprehensive expertise in space regulation and policy. Hayley has a range of experience advising government and commercial space operators on international and national space law, regulatory frameworks, and commercial contracting arrangements, delivering holistic legal support for complex space missions including telecommunications, spectrum and security matters.

Beyond her space and satellite work, Hayley assists technology and communications clients with digital and communications regulation and technology-related contracts, frequently as part of international and multi-jurisdictional projects.

Lynn Robinson Director General, International Institute of Communications

Lynn Robinson became Director General of the International Institute of Communications (IIC), in March 2020.

Lynn is an experienced senior director and trustee / non exec-director, having held key senior leadership positions in the technology, built environment, regulation, accreditation and dental industries. She has extensive experience of professional membership bodies working within the full spectrum including, Regulatory bodies, Industry associations and Chambers of Commerce. Lynn is a well-known and established ambassador in these areas having led on many strategic programmes to aid engagement, growth, retention, change management, stakeholder and political engagement.
