Donald Connor has extensive experience of the communications sector having worked as a legal and regulatory counsel for communications companies with operations in Europe, the Caribbean, Central America and Asian markets. He also has been responsible for developing, implementing and executing regulatory strategies for new entrants, drafting responses to public consultations on regulatory policy among other areas of expertise, and has extensive experience in negotiating IRUs, wholesale agreements, roaming and tendering of submarine cable contracts.
Prior to joining VimpelCom as Group Director of Regulatory Affairs Donald worked for Digicel Group Ltd in the Caribbean and Central America in various legal and regulatory functions; Advantel and wholesale operator, Storm Telecommunications a pan- European fiber operator; and Global TeleSystems a pan-European fiber operator.
Mr Connor holds a Law degree from Bristol University in the United Kingdom, a Diploma in International and European Community Law from the Universiteit Leiden in the Netherlands.
