Cristina Zubillaga

Executive Director, Agency for Electronic Government and Information and Knowledge Society (AGESIC), Uruguay

Computer Engineer from the University of the Republic and holder of a Master’s degree in Information Systems from ORT University Uruguay.

She has completed postgraduate studies at MIT, the University of Oxford, and the Singapore Cooperation Programme, and holds the Project Management Professional (PMP®) certification.

  • She is an international consultant and postgraduate lecturer at the University of the Republic and ORT University, specializing in artificial intelligence, digital transformation, and sustainability.
  • She led the creation and management of the Sustainable and Smart Development Department of the Montevideo City Government (2015–2018).
  • She served on the Board of Directors of the State Procurement Regulatory Agency (2011–2015) and worked as an advisor to the General Directorate of the Presidency of the Republic (2024–2025).
  • She served as Deputy Director of Agesic (2010–2015) and was a member of its Honorary Board of Directors (2006–2007).
  • She worked as Development and Maintenance Manager at the State Insurance Bank (1996–2002).
  • She participated in the founding of the Montevideo Chapter of the Project Management Institute (PMI).
