As the EU doubles down on its regulatory ambitions – from the Digital Services Act to the Data Act and the forthcoming Digital Networks Act – questions are mounting: can a rules-first approach truly foster innovation, or is Europe falling further behind its lighter-touch American counterpart?

This webinar explores the evolving regulatory landscape for telecoms and data in Europe, contrasting it with the U.S. model that has historically prioritised market-driven innovation. We’ll examine whether the EU’s digital agenda is a catalyst for competitiveness or a compliance quagmire, and what lessons can be drawn from both sides of the Atlantic.

Join us for a candid discussion on whether Europe’s regulatory muscle can deliver digital sovereignty – or if it risks stifling the very innovation it seeks to unleash.

Lynn Robinson Director General, International Institute of Communications

Lynn Robinson became Director General of the International Institute of Communications (IIC), in March 2020.

Lynn is an experienced senior director and trustee / non exec-director, having held key senior leadership positions in the technology, built environment, regulation, accreditation and dental industries. She has extensive experience of professional membership bodies working within the full spectrum including, Regulatory bodies, Industry associations and Chambers of Commerce. Lynn is a well-known and established ambassador in these areas having led on many strategic programmes to aid engagement, growth, retention, change management, stakeholder and political engagement.

Mark Webber US Managing Partner, Fieldfisher

Mark is an English lawyer based in Silicon Valley and leads Fieldfisher’s U.S. operations. A recognized authority on privacy, AI, and digital regulation, he advises global tech companies on international expansion, compliance, and commercial strategy.

With over 25 years in tech law, Mark helps businesses navigate complex legal landscapes across the UK, EU, and U.S.—from data and digital trust to AI governance. He teaches IAPP’s CIPP/E and AIGP governance certifications and serves as a board advisor to enterprise risk start-up RiskOps.ai.

Mark is registered with the California Bar as a Foreign Legal Consultant.

Nina Cummins Director and Global Head of Connectivity Policy Strategy, Meta; Board Director, International Institute of Communications

Nina Cummins is an EU antitrust and telecoms regulatory lawyer, with over 20 yrs’ multi-jurisdictional legal experience. She graduated from the University of Nottingham, England and Ruhr University Bochum (RUB) Germany, where she specialized in EU law. She has a Masters of Law degree in EU antitrust from RUB. She is admitted as a lawyer in England & Wales, Republic of Ireland, N. Ireland and Germany. She was a partner in international law firm Osborne Clarke, leading UK & EU telecoms regulatory issues. And also worked as senior legal and policy adviser at the Telecoms Regulatory Authority in Bahrain, dealing with complex strategic projects, legal separation of the incumbent fixed telecoms provider, as well as proposals to revise the prevailing communications sector regulatory framework.

Ms Cummins re-joined Facebook (now Meta) in Oct 2019  where she is a Policy Director and Head of Connectivity Strategy (Global),  covering a broad range of regulatory issues regarding OTT regulation and regulation of emerging technology, net neutrality rules, infrastructure and subsea cable projects, spectrum frameworks and accessibility.

Paul Graham Head of Communications and Digital Infrastructure Group, Fieldfisher

Paul is a Partner in the Fieldfisher Technology and Privacy Group and Head of the Communications and Digital Infrastructure Sector Group. He is listed as a Leading Individual for TMT work by Legal500 and Chambers and has a Certificate in Digital Transformation from MIT and Cybersecurity for Business Leaders from Said Business School (University of Oxford).

Paul has over 25 years’ experience of advising on strategic network infrastructure projects, including network sharing deals, cybersecurity projects, subsea cable build projects, fibre network acquisition deals, dark fibre and sub-duct arrangements, 5G roll-out, 4G/5G small cell deployments, A2P bulk messaging deals, wholesale/MVNO arrangements, WiFi roll-outs, and a range of telecoms regulatory issues.

Rory Graham General Counsel, Jersey Competition Regulatory Authority (JCRA)

Rory Graham has 30 years’ experience as a company and commercial solicitor in the technology and related sectors, with a strong emphasis on telecommunications. He has been a partner in a number of UK and global law firms, including Bird & Bird and Baker McKenzie, as well as setting up his own tech and corporate boutique law firm. His public sector experience includes the privatisation of the telecoms division of British Rail and acting for a bidder for the Elizabeth Line (Crossrail) rolling stock provision and maintenance contract, as well as defence and health related outsourcing and procurement deals.

Mr Graham has worked on around £50bn worth of technology deals in the UK, US, Switzerland, South Africa, Algeria and on a multi-country basis, as well as supporting technology start-ups from creation to trade sale, including to IBM and other US corporates. His practical, problem-solving, approach to providing legal advice has led to him being described as a “nuts and bolts lawyer”, and he looks to bring the same commercial and pragmatic style to his role at the JCRA. He is delighted to be playing a part in making the JCRA a model of effective regulation, for the benefit of the people of Jersey, its businesses and those seeking to invest in the island’s economy.

Mr Graham studied law at Cambridge and trained in the City and Hong Kong. He is Honorary Solicitor to the annual Story of Christmas charity appeal and a trustee of the London Firebird Orchestra, which promotes the careers of recent graduates from the London Conservatoires.
