In an article published in Politico Nick Read, Vodafone Group CEO, claims that some national governments and regulators are in danger of ‘losing their way’. Citing the single broadband network plan in Italy and ‘short-term price reductions’ for consumers in Portugal and the Czech Republic, Read suggests that new players are being ‘pushed into’ the market to the detriment of long-established players ‘who have invested significantly to deliver high-quality digital infrastructure’. He goes on to describe how operators cannot justify continued investment when they are ‘unable to earn a return on the capital they’ve deployed’ and are compelled to make a network available to a competitor ‘at zero risk’.
