General Counsel and Executive Director, Legal Services, Canadian Radio-television and Telecommunications Commission (CRTC)

Barbara Cuber graduated from McGill University’s Faculty of Law in 2007. She clerked at the Court of Appeal of Quebec, and later worked in private practice, specializing in Indigenous law. She joined the public service of Canada in 2010, where she worked as legal counsel in various regulatory organizations, advising decision-makers in the fields of administrative, regulatory and constitutional law.  She has managed teams of lawyers at the Transportation Appeal Tribunal of Canada and the Canadian Transportation Agency, where her work focused on railway and airline regulation. She has pled cases in the Federal Courts as well as the Supreme Court of Canada and has worked on various legislative and regulatory reform initiatives. As legal counsel at the Canadian Radio-television and Telecommunications Commission (CRTC), she has worked on a broad range of complex cases in broadcasting and telecommunications and she now occupies the position of General Counsel and Deputy Executive Director of the Legal Services Department, specializing in the Commission’s telecommunications and enforcement mandates.
