President of the Board of Commissioners, National Telecommunications Agency (Anatel), Brazil

Since 2022, Carlos Baigorri has served as President of the Board of Commissioners at the National Telecommunication Agency (Anatel), Brazil’s telecom regulatory authority. Anatel is the body responsible to regulate a national sectorial landscape of more than 346 million accesses of the many telecom services, including 34 millions set to 5G technology and a market that attracted around 5 billion USD in investment in 2024. 

A seasoned expert in telecommunications, he has been a key figure within Anatel’s permanent career staff since 2009, holding several pivotal roles such as Executive Superintendent, Competition Superintendent, Enforcement Superintendent, and Head of the Technical Advisory Unit. His career in the industry began in 2006 in the private sector, where he worked as a consultant and analyst for mobile operators.
