Carolina Valencia Márquez is a lawyer with a Master’s degree in Economic Regulation of Public Services and a specialization in Government, Management, and Public Affairs. She brings extensive experience in key and advisory roles across the public and private sectors, as well as in multilateral organizations.
Throughout her career, she has focused on the design, development, and implementation of public policies to advance the digital sector in Colombia and Latin America. Carolina has held leadership positions, including Senior Telecommunications Specialist at the Inter-American Development Bank, Head of Public Policy at the Center for the Fourth Industrial Revolution, Public Policy Manager at Meta, and consultant for major international organizations such as the OECD, CAF, OAS, and the World Bank.
