Dr Caroline Simard has more than twenty years of experience in the field of communications at the local, national and international levels, in both the private and public sectors. She has worked with all applicable Canadian laws and international treaties in the field of communications and has developed a deep understanding of the legal, economic, political, technical and social issues related to the challenges of convergence and competition.
Before joining the CRTC, Dr Simard served a decade as legal counsel to the Department of Justice for Innovation, Science and Economic Development Canada. In addition, she has served as a senior telecommunications specialist for the International Telecommunication Union, a United Nations Organization. She has also worked for large corporations (Teleglobe), small independent companies in Quebec as well as in academia.

Docteure en droit et avocate, Dre Caroline Simard possède plus de vingt ans d’expérience dans le domaine des communications au niveau local, national et international, tant dans le secteur privé que public. Elle a travaillé avec l’ensemble des lois canadiennes et traités internationaux applicables dans le domaine des communications et a développé une profonde compréhension de ses enjeux juridiques, économiques, politiques, techniques et sociaux en lien avec les défis entourant la convergence et la concurrence.
Avant de se joindre au CRTC, Dre Simard a agi pendant une décennie comme conseillère juridique au ministère de la Justice du Canada au sein des Services juridiques d’Innovation, Sciences et Développement économique Canada (ISDE). De plus, elle a agi à titre de spécialiste principale en télécommunications pour l’Union internationale des télécommunications, une Organisation des Nations unies. Elle a également travaillé pour la grande entreprise (Téléglobe), les petites compagnies indépendantes du Québec ainsi que dans le milieu universitaire.
