Deputy Director General, Office of Utilities Regulation (OUR), Jamaica

Ms Evona Channer is a Deputy Director-General at the Office of Utilities Regulation (OUR).  In this role, she provides strategic leadership in the regulation and oversight of Jamaica’s telecommunications sector, ensuring it remains competitive, innovative, and aligned with national development priorities. As a competition enforcement and ICT regulatory specialist with over twenty-five (25) years of experience in quasi-judicial organisations, Ms Channer has led the design and implementation of regulatory frameworks that advance fair competition, strengthen consumer protection, and enhance efficiency within telecommunications markets. Her work has been central to several transformative initiatives in the sector, including the development of information transparency obligations, the implementation of the number portability framework, and the establishment of quality-of-service and infrastructure-sharing regimes. She also spearheaded a study to assess Jamaica’s readiness for 5G deployment and adoption.

Ms. Channer holds multiple Master’s degrees: in Law and Economics from the University of Rotterdam; in Telecommunications Regulation and Policy from the University of the West Indies, St. Augustine; and in Economics from the University of the West Indies, Mona.  She also has professional certifications in areas such as competition analysis, utility regulation and strategy, futures thinking, policy formulation, cybersecurity, international negotiation, strategic planning and leadership.
