Héctor Lizárraga is a Specialist Engineer of the Regional Telecommunications Technical Commission (COMTELCA) where he directs, coordinates, and executes specialized activities associated with the technical assistance provided to all countries and organizations members of the Commission and all those related to the cooperation of other institutions or required by them. He also administratively coordinates the work of the four Technical Committees of the Commission and monitors the development of their activities.
He has held management positions in private companies that provide telecommunications services and, in the Telecommunications Regulatory Body of Nicaragua.
Mr Lizárraga is an Electronics Engineer graduated from the Engineering National University of Nicaragua and holds a Master’s Degree in Management and Administration of Telecommunications Companies from José Simeón Cañas Central American University of El Salvador.
