Heung Youl Youm (Dr)

Professor Emeritus, Soonchunhyang University

Dr Heung Youl Youm is a professor (emeritus) at the Soonchunhyang University, Korea. He has been the chairman of the Korea Chief Privacy Officer Council (KCPO) since September 2024. He had been a Commissioner for the Personal Information Protection Commission in Korea from 5 August 2020 to 4 August 2023.

Regarding his experience in international standardization area, he is a vice-chair of ITU-T TSAG in this study period (2025-2028). He had been a Chair of ITU-T SG17, security, from 2017 to 2024. His experience and accomplishments in ITU-T SG17 since 2003 at both the technical and management levels are impressive.

Dr Youm joined ETRI (Electronics and Telecommunications Research Institute) in 1982. He was a senior member of the technical staff working on developing high-speed transmission systems until 1990.
From 1990, he has worked as a professor for the Department of Information Security Engineering of the Soonchunhyang University, Korea. He became a Professor (emeritus) at the same University in March 2024. He is currently the Director of the SCH Cybersecurity Research Centre at Soonchunhyang University.  From October 2006 to February 2009, he was a Project Manager of Information Security for the former Ministry of Information and Communication (MIC) and/or the Institute for Information Technology Advancement (IITA).

Dr Youm had been active in the policy advisory committee for the Office of National Security in the Korean presidential office from October 2019 to May 2022 and the policy advisory committee for the Ministry of Interior and Safety in 2020, served for Korea Information Security Agency as a Board Director from May 2020 to October 2023 and had been in many (advisory or self-performance evaluation) committees in the area of Information Security and privacy for the Korean ministries: the Korea Communications Commission (KCC) from 2008 to 2016, the Ministry of Science and ICT (including former the Ministry of Science, ICT and Future Planning (MSIP)) from 2013 to 2019, and the Ministry of Trade, Industry and Energy (MoTIE) from 2015 to 2016. He has been Chairman of the ISMS/PIMS certification committee in Korea since 2007 and was chairman of the committee on information security in the PyeongChang Organizing Committee for the 2018 Olympic & Paralympic Winter Games from 2015 to 2018.

Dr Youm received a Bachelor degree in 1981, a Master degree in 1983, and a Ph.D. degree in 1990, all in Electronics Engineering from Hanyang University, Korea.

He received the Order of Service Merit (Red Stripes) in February 2024, Service Merit Medal from the President of Korea in April 2020, respectively. He also received the President Award from the Korean President in October 2014, and the awards from the KCC (Korea Communications Commission) in December 2009 and December 2015, the Ministry of Science, ICT and Future Planning in December 2015 and December 2019, and the Korea Institute of Information Security and Cryptology in December 2015. He also received the Lifetime Achievement award from AsiaJCIS19 in August 2019.
