He is one of the most prominent telecommunications sector analysts in Latin America, a law graduate from the National Autonomous University of Mexico (UNAM), and a contributor to the newspaper Reforma. He is the president and founder of Digital Policy & Law Group, one of the most influential consulting firms in Mexico and Latin America, specializing in public policy and regulation of telecommunications and information technology. He is currently a member of the Advisory Council of the Federal Telecommunications Institute.
