Juan Carlos Upegui Mejía has been a professor at the Externado University for more than 20 years, specializing in public law. He has worked at the Constitutional Court, the Inter-American Commission on Human Rights, and the NGO Justice and Human Rights Commission. He has also served as an advisor to various public entities such as the Comptroller General’s Office, the Ministry of Justice, and the Agency for the Legal Defense of the State. Additionally, he has published numerous articles related to habeas data and personal data protection.
Juan Carlos holds a law degree from the Externado University of Colombia (2003), a Master’s Degree in Public Law from the same institution (2007), a Master’s Degree in Law from Temple University, USA (2011), and a PhD in Law from the National Autonomous University of Mexico (2019), where he received honorable mention for his outstanding doctoral thesis.
