Luís Viegas Cardoso is a member of the EU’s Competitiveness Task Force created by President Von der Leyen, shaping the bloc’s economic strategy for the next five years. As part of the team behind the Competitiveness Compass, he helped define its core policy vision.
Previously, he worked at President’s Von der Leyen Advisory Service (I.D.E.A.), advising on digital, technology, and innovation. Before that, he was a digital specialist at the European Commission’s think tank (EPSC), reporting to President Juncker. From 2011-2017, he advised the European Parliament on digital and innovation policies. Earlier in his career, he was a strategic consultant and served on the management board and senate of the University of Coimbra.
Mr. Viegas Cardoso is a Visiting Policy Fellow at the University of Oxford, researching emerging technologies, AI, and the data economy. He holds an International MSc in Digital Innovation and Entrepreneurial Leadership from ESCP Business School, a degree in Economics from the University of Coimbra, and an executive diploma in Foresight, Strategy, and Innovation from ISEG. He delivers academic lectures and seminars at the Oxford Internet Institute, ESCP Business School, and The College of Europe.
