Since June 2020, Lydie Omanga Dihanju (LOD) has served as Vice‑President of the Regulatory Authority for Post and Telecommunications of the Democratic Republic of Congo (ARPTC). President of the association “Femmes d’Exception du Congo” (FDEC), she previously served as Communications Director to the President of the Democratic Republic of Congo, His Excellency Félix‑Antoine Tshisekedi Tshilombo.
Born in 1973 in Kinshasa, and mother of a teenage son, she holds a Master’s in Management from the Institut Français de la Mode (IFM‑Paris), a postgraduate degree (DEA) in African Studies from Université Panthéon‑Sorbonne (Paris I), a Master’s in Public Law from Université Paris‑Panthéon‑Assas (Paris II), and a diploma in Communication and Information from the Institut Français de Presse (IFP) at the same university. For more than ten years, she worked in communications as a journalist and later as editor‑in‑chief, across print, broadcast, and digital media. Drawing on this experience, she went on to found her own communications and image consulting agency. In 2006, she returned to the Democratic Republic of Congo for a remarkable opportunity: serving as Communications Officer to the Honorable Vital Kamerhe, then President of the National Assembly. Fifteen years after these first steps into politics, guided by her consistency, perseverance, rigor, and professionalism, she built her career.
Within FDEC, she promotes positive masculinity and champions the rise of transformational women’s leadership, by highlighting inspiring role models. At ARPTC, she works to strengthen the capacities of staff — women in particular — for stronger recognition of women’s contributions to governance in general, and to telecommunications governance specifically. She also promotes digital inclusion and sovereignty. In the age of artificial intelligence, in her speeches at both national and international level, she advocates for a digital transition that leaves no one behind — an essential condition for the development of modern, sustainable societies.
