Monique Y. Anthony George is a seasoned IT leader/consultant recognised for her expertise in digital governance and transformative technology in education and the business environment. She currently serves as the Assistant Coordinator of Information Technology Services at Sir Arthur Lewis Community College (SALCC) in Saint Lucia, where she leads strategic IT planning and secure information systems management. Certified inAgile Leadership (CAL 1) and a Certified ScrumMaster (CSM), Ms. Anthony brings a dynamic, solutions-oriented approach to managing complex digital ecosystems. She will serve as moderator for the panel discussion “A.I. Governance Opportunities & Challenges for SIDS,” offering valuable insight into the intersection of emerging technologies, data protection, and the unique digital realities of small island developing states.
With over two decades of experience at SALCC, Ms. Anthony has a distinguished track record of leading impactful IT projects. She spearheaded the institution’s transition to cloud-based services and virtualised 95% of its core infrastructure, enhancing operational efficiency and resilience. Her leadership also advanced the implementation of key enterprise systems, including an online Student Managment Information System (SONIS) and the Learning Management System (Moodle), significantly expanding digital access and service delivery across the campus. Regionally, Ms. Anthony has been instrumental in shaping technology integration in education.
She has led and supported several EU – and World Bank-funded projects aimed at enhancing ICT capacity within the Eastern Caribbean. These include the creation of the region’s first Innovation Lab (still ongoing) and the rollout of faculty and staff training and digital learning strategies in tertiary education across multiple OECS member states. Her work has been central to promoting sustainable digital transformation in higher education systems across the island.
An advocate for secure, inclusive digital development, Ms. Anthony represented Saint Lucia at the ISOC Internet Governance Forum in Vilnius, Lithuania. She also holds formal training in ICT policy and internet governance. With a B.Sc. (Cum Laude) in Computer Science and Mathematics from the Inter-American University of Puerto Rico and extensive professional certifications, she continues to be a key voice in the conversation on technology policy, innovation, and governance in small island contexts.
