Director, Policy and External Engagement, Internet Society (ISOC)

Noelle Francesca de Guzman helps governments develop strategies that enable people to maximize the Internet’s benefit to their daily lives. She builds the capacity of decision-makers to understand and apply technology principles to policymaking, and convene thought leaders to tackle emerging Internet issues. Ms de Guzman leads projects that advance the Internet Society’s mission, and represent the organization in international fora such as the Christchurch Call Advisory Committee.

Prior to joining the Internet Society, Ms de Guzman was a development analyst for the global consulting firm Devex, examining public private partnerships trends in development cooperation, and edited the features section of the business daily BusinessWorld.

Ms de Guzman hold a Master’s Degree in Media, Communications, and Development from the London School of Economics, and a degree in Asian Studies from the University of the Philippines.
