Head of Unit, Technical-Statistical Analysis, Autorità per le Garanzie nelle Comunicazioni (AGCOM), Italy

Dr. Paolo Lupi heads the Technical-Statistical Analyses Unit in the Technical Analyses and Research Department of AGCOM, the Italian communication regulator, where he has been working since 2001.

With 25 years of experience in regulation and competition analysis in ICT and media sectors, Paolo is currently responsible for the analysis of the Italian Communications System and for defining the Authority’s Better Regulation policies, as well as managing relationships with universities and major research centers.

Throughout his career at AGCOM, Paolo has held several management positions dealing with pluralism and competition in media services, consumer protection, regulation of access markets, and strategic planning. He has participated in the activities of the Body of European Regulators for Electronic Communications (BEREC), having co-chaired several Working Groups over the years, and in OECD as a member of the Italian delegation to the Working Party on Connectivity Services and Infrastructures

Before joining AGCOM Paolo held research positions at the University of Naples (IT) and at the University of York (UK). He holds an M.Sc. and a Ph.D. in Economics from the University of York (UK) and a post-graduate Diploma in EC Competition Law from King’s College, London. He has published in academic and professional journals on topics related to industrial competition, behavioural economics, telecommunications economics and policy and artificial intelligence.
