Professor Phallack Kong was appointed as the Secretary of State of the Ministry of Post and Telecommunications of the Kingdom of Cambodia pursuant to the Royal Decree No.NS/RKT/0822/1016 dated 24 August 2022.
Professor Kong has 21 years in teaching and 20 years in law and policy development including legal practice and mediation. He has been engaged in mediation on social and environmental disputes impacted by the business as well as resolving labour disputes. He has written laws, policies papers and books related Cambodian Laws. His publication includes Introduction to Cambodian Law (2012), Cambodian Constitutional Law (2016), Contemporary Environmental Law in Cambodia and Future Perspectives (2020), Perspectives on Cambodian Constitutional Law (2020), Contemporary Cambodian Employment and Labor Law (2021), and Law in the Digital Age: and Protection of Consumer Rights (2021). Professor Kong’s contribution to development of laws and policies are legal and judicial reform, ombudsman, telecommunications, post, cybersecurity, and personal data protection, public private partnership, social protection, social security, persons with disabilities, environment, health and so on.
Professor Kong obtained an LLM in Law and Politics (Nagoya University, Graduate School of Law, Japan in 2001.
