Raquel Rennó Nunes, PhD

Raquel Rennó Nunes is a specialist in spectrum governance and digital infrastructure resilience with more than 15 years of international experience at the intersection of technology, governance, and human rights. She has represented civil society and research perspectives in global standards development organisations (ITU-R, IEEE 802, IEEE SA, IETF), contributing to debates on spectrum sharing, satellite systems, and next-generation connectivity.

She co-leads international projects on the governance and resilience of satellite constellations and IMT systems. She has actively engaged in ITU-R Study Groups and IEEE processes, contributing to debates on spectrum allocation, non-terrestrial networks, and next-generation mobile standards. Her work bridges regulators, engineers, and civil society, ensuring that technical standards and spectrum policies advance open and inclusive connectivity.

Raquel has led fellowship programmes that mentor young advocates to engage in technical bodies including ITU, IEEE, IETF, ICANN, and 3GPP. Her academic background includes PhD and postdoctoral work on communication systems and electrical engineering, complemented by over a decade of teaching and supervision in Master’s and PhD programmes across Europe and Latin America.

Her research and advocacy have been supported by international fellowships and grants, including Horizon 2020 (Tecniospring Acció) and Latin American science councils. She is a member of IEEE, the International Center for Information Ethics, and the Institut Català d’Antropologia, and continues to contribute to multistakeholder fora shaping the future of global connectivity.
