Raul Rikk

National Cyber Security Policy Director, Ministry of Economic Affairs and Communications, Republic of Estonia

Raul Rikk was appointed the National Cyber Security Policy Director and leads the Estonian cyber security policy and strategy development and implementation in 2019.

Mr Rikk is the founder of the National Cyber Security Index www.ncsi.ega.ee

Previously Mr Rikk worked as the Director of National Cyber Security Programme at the e-Governance Academy and was engaged in digital society, e-governance and strategic cyber security capacity building in many countries and international programmes.
Mr Rikk was one of the founders of the NATO Cooperative Cyber Defence Centre of Excellence in Tallinn, leading its establishment between 2004-2008. He has worked in the field of national defence and security since 1994 and has been part of the Estonian cyber security strategic planning since the beginning in 2007.
Mr Rikk  holds a Master’s degree in Military Science from the Finnish National Defence University and a Master’s degree in Management of Information Technology from Tallinn University. He is also a graduate of the US Army Command and General Staff College.
