Dr Ricardo Maguiña Pardo is Executive Director, National Council of Self-Regulation in Advertising of Peru (CONAR). He is also Legal Advisor to the Association of National Advertisers, ANDA, and a Member of the International Group of Experts, UNCTAD –COMPAL (Consumer Protection and Competition). He has worked as a consultant, both nationally and globally, on a variety of projects looking at market, competition, advertising and consumer protection laws, and is President of the Instituto Pro-Competitividad & Consumo –IPCYC.
Dr Maguiña Pardo is a Member of the Tribunal of Consumer Complaints of Supervisory Agency for Private Investment in Telecommunications – OSIPTEL – (telecommunications regulator) and a Member of the Tribunal of Complaints of Supervising Agency of the Investment in Energy and Mining –OSINERGMIN. Previously, he was a member of the Consumer Delegate Protection Commissions of INDECOPI (authority of consumer protection) and Technical Secretary of the Consumer Protection Commission and on the Commission for the Repression of Unfair Competition (Central Office at a national level).
Dr Maguiña Pardo has a Masters in Business Administration (MBA) from the Universidad de Piura – IESE España (Lima), Master in Law (c) and with a Law Degree from the Universidad de Lima. He has specialised studies in competition law and in industrial property from the postgraduate programme of the Universidad de Salamanca (Spain) and in AOTS and JICA (Japan). He has also participated in the Regulation and Competition Course Postgraduate level at the UADE (Argentina), as well as in several special courses in marketing business, strategic management and general management, among others. He is a visiting professor at a number of universities.
