Royston Emmanuel is a distinguished Senior Technical Specialist in Education at the Organisation of Eastern Caribbean States (OECS) Education Development and Management Unit (EDMU). With a career spanning over three decades, he has been instrumental in advancing educational technology, curriculum development, and strategic project leadership within the Caribbean region.

In his role as Chief of Party for the Saint Lucia ConnectEd initiative under World Education, Royston successfully led USAID-funded programs aimed at enhancing educational outcomes and fostering robust collaborations among stakeholders. His tenure as Head of the eLearning Academy at Sir Arthur Lewis Community College in Saint Lucia was marked by the development of a comprehensive online learning platform and the nationwide integration of educational technology.​

Royston’s expertise encompasses instructional design, professional training for educators in ICT pedagogy, and the development of high-quality digital educational content. He has collaborated extensively with international organizations such as UNESCO and the Commonwealth of Learning, contributing to curriculum design and facilitating impactful training initiatives. Currently, he serves as the co-focal point for Digitalization to the Eastern Caribbean Development Partners Group (ECDPG), where he coordinates efforts to advance digital transformation in education across the region.​

At the OECS Commission, Royston plays a pivotal role in implementing the OECS Education Sector Strategy (OESS), which aims to harmonize educational policies and practices among Member States to ensure that every learner succeeds. His work involves coordinating with various stakeholders to develop and implement regional education strategic plans, aligning national priorities with broader regional objectives.

A significant aspect of Royston’s current work is leading the development of the OECS Digital Learning Ecosystem, an innovative AI-driven platform designed to enhance education, training, and knowledge sharing across the OECS region. This ecosystem aims to provide accessible, engaging, and efficient learning opportunities for students of all ages, leveraging modern technology to foster a lifetime of quality education. The platform includes resources such as K-12 learning materials, teacher development programs, and digital curricula, all tailored to meet the diverse needs of learners and educators in the Caribbean.

Royston’s unwavering commitment to harnessing technology to enrich learning experiences and empower educators throughout the Caribbean is evident in his numerous contributions. His efforts continues to drive the digital transformation of education in the Eastern Caribbean, ensuring that learners and educators are equipped with the tools and resources necessary for success in the 21st century.
