Saudatu Shagari is a cybersecurity and consumer-protection regulator with the Nigerian Communications Commission (NCC), serving in the Online Safety Unit of the Cybersecurity and Internet Governance Department. She leads NCC’s AML/CFT/CPF Division, is a founding member of the NCC-CSIRT, sits on the Internal Working Group on Child Online Protection (IWG-COP), and serves on the NCC Cybersecurity Resilience Framework Committee. She has been closely involved in operationalizing Nigeria’s 2026 Internet Code of Practice, which mandates opt-in parental controls, CSAM reporting and blocking obligations, and consumer education requirements for telecom and platform licensees. Earlier in her career, she led NCC’s public outreach on online safety, running school-based digital literacy campaigns and national media initiatives for children and parents. She holds a BSc/MSc in Economics, an MSc in Management (Robert Gordon University, UK), and is a Certified Ethical Hacker (CEH) and Certified Network Defender (CND). She actively represents NCC at ITU-T Study Group 17.
